Question about oQ

So I have two questions needed to settle an argument between me and my friend. When was oQ available to everyone? (Not just the beta) the second question is does oQ have a vent server they have open to the public.

Banned from public Vent but never been on it?

Ok so i tried to get in to the public vent area shown in the premade tab of oQ's interface, brought up vent and typed in the info and then it came of as i have been banned. Thing is i have only ever used my own vent accounts so i am a bit lost. Do you have to make a room or what? Also if this is an issue i have to take up with someone else i need to know.
