Multiple Oqueue Problems

I've used Oqueue for a long time but as of recent (specifically this version) I've been noticing a lot of problems with not being qualified and such. I've been reading around and is it just people not updating their oqueue? Also will the next version force them to upgrade? It's really depressing seeing so many groups yet I cant join them because they haven't updated
