"not qualified: Garrosh" at no lockout, 13/14 RL

Just ran into this exact problem. As screenie shows, I have no lockout whatsoever for SOO but am "not qualified. Garrosh". My version is 2.0.1, RLs (unfortunately not seen) also 2.0.1. RL was at 13/14 according to oqueue. Screen shot: http://nl.tinypic.com/r/260r0o8/8
