I've deleted the oqueue folder in Add-ons a number of times, re-downloaded and re-installed. I also check the changes.log to make sure I have the latest version. The entry at the top of the latest reads "V1.8.0."

Yet when I open up oqueue, then entry at the top of the screeen still reads "v1.7.5"  I'd like to presume that, given the other evidence that I am on 1.8, that that is the version I am actually running--but since I cannot seem to join the Wait list for any groups, I cannot be sure.  

So, is it a bug, or is it me? :)  If it's me, what do I have to do OTHER than delete the oqueue folder in addons prior to downloading the new version?

the issue is that you're not placing oQueue in the correct folder

close wow.
right clck the wow icon
select properties
find the location field... clck inside
arrow all the way LEFT to the beginning of the field
you now see the folder name.  
extract oQueue into that wow/interface/addons folder
restart your wow
