I finally got OQ updated and checked it on my main. However, when I went on one of my alts he didn't have it. Very strange. So I checked all of my other alts and they had it. So only one doesn't have it and I really need him to have it since he's a tank.

In what sense does oQueue not showup? Is the icon on the minimap there?
If the icon is there oQueue might just be off the screen. You can show oQueue with the /oq command, or do /oq fixui to bring the UI back onto the visible portion of the screen.

You can also load addons on a per character basis, so you will want to go to the character selection screen and make sure that for that character you do not have oQueue disabled.
