I have downloaded this addon with updated version multiple ways, using the basics such as unzipping in folder, copy/paste folder, drag and drop etc. It will appear in folder as it should, with files intact, but upon entering WoW, it DOES NOT APPEAR ON ADDON LIST. (italics and caps for emphasis on issue) All my addons appear in the list, to enable or disable, but "oqueue" never even shows up in the list.

You are installing it in the wrong spot.
