Will you be making a 64 bit compatible installer?

Icebox is a win32 application so it should be forward compatible with 64 bit machines.

64 bit applications will not run on 32 bit operating system, but 32 bit applications should run fine on 64 bit machines.

Do you receive any errors when you try and run Icebox on your windows 8.1 pro 64 bit machine?

Icebox will not require any type of installation. Once downloaded Icebox is a single executable file as it is a completely self contained application.
